Hopefully as some folks leave G18 it may improve...but...why wait.
I'd advise try E9 again, and if your initial trials with it didn't prove successful, try the other two clusters. For instance, where I live clusters 91 and 92 did not generate strong enough EbNo values, but cluster 90 does..I have switched to it and it's far superior to life on G18.
Perhaps some trials with tech team would help you make the move.

I am on the NOVA 1500 and my downloads have been fine over the past weeks and have noticed more steady speeds throughout the day. However I've had the opposite experience when it comes to upload speeds. My downloads have been consistent 700 kbps to 1.6 mbps, but up uploads only run 30 kbps to 70kbps. I was told I should be getting over 100 with bursts faster for large files into the 200's for the Nova 1500 but have yet to see a test in 5 months with a reading at that level. When I use Skype to call to a US phone from here in takes almost 20 seconds into the call before they can hear me and I'm not breaking up, I'm guessing that's when the upload boost is kicking in? But If was getting the normal speeds I'm sure it would be fine from the initial connect?

I had couple of site just 150 miles East from you and move to Satellite 121 because 123 had a strong signal but a dial up connection speed.
No more news about 123 , now, may be it is fixed or users through their systems away.

Where we are in Cuba is on the outermost fringes of the 121 and heard of some problems at times trying to stay on it.
